Bruno Dumons and Gilles Pollet: From Administering Cities to Governing City Officers during the Third Republic The gradual administrative and republican organisation of local society, followed by centralisation and the relatively uniform status granted to territorial public service, seem to offer a good observatory for the analysis of the more general shift of French society towards state control. The bureaucratising of local governments, however, did not always lead to more democratic municipal organisations.
