Some industrial activities are submitted to a specific sectorial regulator, in addition to the general rules of competition policy. It is the case, in France or in the UK, for telecommunications or energy. What are the principles that should drive the share of each type of control ? What are the economic arguments in favor of a différenciation of tools, of procedures, of types of intervention or in the nature of sanctions that each type of authority could use ?
