One of the issues underlying the creation of the I.L.O., the question of the link between workers' rights and working conditions and trade liberalization, is now under discussion within the I.L.O. as well as within the W.T.O. The lacunae in empirical knowledge maintain the controversy on the necessity of establishing such a link. Ongoing work, and in particular a series of country case studies, should help to defuse this controversy. In the meantime, the author looks into the problem by reference to the objectives and institutional rules of the two Organizations. From the W.T.O.'s point of view, the question is whether the basic agreements which are silent on the subject could be interpreted or amended in order to include certain guarantees...
