South-South Exchanges: Progress and Contradictions, by Jean Lempérière The long crisis affecting the outlets of industrialized nations plus multiple protectionist measures are the reason why the industrial production of the emerging nations flows more and more toward new markets which they consider to be their natural customers. Little by little on the periphery of the traditional trade routes, new commercial currents have gained strength by eliminating former suppliers. This trade, however, is still small and is slowed down by production difficulties in the new countries. Although slow at first, this trend seems irreversible, if one takes into account the growing interest of industrial firms as well as that of Japanese commercial firms, and of the leaders of new emerging nations for Third World markets. The exchange of goods and technical assistance among the emerging nations leads to the braking of the hold of the industrial nations. A new alternative is given to the Third World countries, one which gives meaning to the progress of South-South exchanges beyond their peculiarities such as the inequality of partners, the domination of Asia, and the lagging behind of Africa. The New International Economic Order, initially conceived as an international division of labour meant to guarantee to the industrialized countries their essential privileges, is evolving today into a new sharing of markets where the new countries are also strongly present. The industrialized countries should keep this in mind so as to adjust at all levels to their future situation.Les échanges Sud-Sud : progrès et contradictions, par Jean Lempérière La longue crise de débouchés dans les pays industriels et les multiples mesures protectionnistes se sont conjuguées pour orienter la production industrielle des pays neufs vers de nouveaux marchés de plus en plus demandeurs qu'ils en viennent à considérer comme leur clientèle naturelle. Ainsi se forment peu à peu, en marge des circuits traditionnels, des courants commerciaux éliminant les anciens pays fournisseurs et qui prennent plus de force avec le temps. Encore actuellement très limité et ralenti par les handicaps dont la production des pays neufs ne se dégage que lentement, ce mouvement paraît irréversible si l'on en juge par l'intérêt croissant des firmes industrielles, des sociétés commerciales japonaises et des responsables des pays neufs pour les marchés du Tiers-Monde. Fournitures de marchandises entre pays neufs ou assistance par l'ingénierie brisent l'hégémonie des exportateurs industriels en offrant une alternative aux pays du Tiers-Monde. Ceci donne tout leur sens aux progrès des échanges Sud-Sud, par delà leurs traits particuliers (inégalité des partenaires, domination de l'Asie, recul de l'Afrique). Le nouvel ordre économique international, initialement conçu comme division internationale du travail garantissant aux pays industriels l'essentiel de leurs privilèges, s'annonce beaucoup plus aujourd'hui comme un nouveau partage des marchés où les pays neufs se présenteront en position de force.
