Arab tribes of the Arabian Peninsula had entered a new phase of ruling by accepting Islam as their dominant religion. Conquering had started from the first Caliph but took a new shape through the second one. The newly turned Muslims started invading neighboring countries in the name of Islam including Iran and conquered them. Arabs then found it difficult to govern those eastern countries and their cities since it was so demanding and necessitated great consideration, calculation along with the enumeration of kharaj payers.
