This article, with an analytical approach and based on some historical evidence, seeks to answer the fundamental question of what is the trace of Iranian bureaucracy in this process, given the mechanism of pearl fishing and trade? The prevailing premise is that bureaucracy has indirectly contributed to the management of fishing grounds and the regulation of pearl fishing grounds
