Implantations industrielles et aménagements du territoire en Algérie

Land Planning in Algeria The big algerian effort for industrialization goes with a land management plan. It tries to correct regional disparities and to integrate the agricultural entreprise better or to improve employment. This action has been supporting for ten years but these goals have not yet been reached. The employment structure has been modified but unemployment is far from being resorbed : the employment rate of population has not changed between the two 1966 and 1967 census. Migration's movements to littoral poles are keeping up. Industrial setting up is often hastily choosen and makes the agricultural crisis increase by drawing off lands and men. The incontestable industrial dynamism sets the problem of the connections with the new sub-urban factories and the old town structures.Le grand effort d'industrialisation algérien s'accompagne d'un projet d'aménagement du territoire. Il vise à redresser les disparités régionales, à mieux intégrer le secteur agricole, à améliorer l'emploi. L'action soutenue vigoureusement depuis 10 ans n'a pas encore permis de réaliser tous ces objectifs. La structure de l'emploi est modifiée mais le chômage est loin d'être résorbé : le taux d'occupation de la population n'a pas changé entre les deux recensements de 1966 et 1977. Les mouvements migratoires vers les pôles littoraux se maintiennent. Les implantations industrielles souvent choisies hâtivement contribuent à aggraver la crise traversée par l'agriculture en exerçant de très fortes ponctions sur les terres et les hommes. L'incontestable dynamisme industriel pose enfin le problème des rapports entre les nouvelles usines « exurbanisées » et l'armature urbaine héritée.Mutin Georges.
