Measurement planning is a complex and time-consuming activity. This thesis proposes an approach to measurement planning based on the Goal/Question/Metric approach and reusing project information, i. e., process definitions and quality models. The approach allows developing and modifying measurement plans that are consistent with project information with less effort and defects. The approach consists of a formal conceptual model for measurement plans enriched with project information, a measurement plan development and modification process, and tools for supporting measurement planning and plan modification.
