L'énigme de la cohabitation, ou les effets pervers d'une pré-sélection annoncée

The mystery of cohabitation or the perverse effects of a predicted pre-selection Interpreted at the time as a real earthquake - an interpretation that the number and scope of every kind of record measured (abstentions, blank and null, candidacies, results of the extremes, of the CP, etc.) can back up —, the French elections of the spring of 2002 now seem, in retrospect, ana­lyzed as a whole and in the light of cohabitation, less cataclysmic than when they took place. The whole sequence of the four rounds of the election is structured by the results of the first round of the presidential election and this was dominated by the pre-selection of the candidates of the second round that the exceptional cohabitation of 1997-2002 progressively determined. This is what maximized the traditional message function that the first round of the presidential election can perform and fosters the temptation of voting strategies with uncontrollable perverse effects.Interprétées à chaud comme un véritable séisme, interprétation que le nombre et l'ampleur des records de toute nature enregistrés (abstentions, blancs et nuls, candidatures, scores des extrêmes, du PC, etc.) peuvent étayer, les élections françaises du printemps 2002 apparaissent, une fois remises en perspective, lues dans leur globalité et analysées à la lumière de la cohabi­tation, moins sismiques que sur le moment. Car toute la séquence des quatre tours de scrutin est structurée par les résultats du premier tour del 'élection présidentielle et celui-ci est dominé par la pré-sélection des candidats du second tour qu 'a progressivement imposée la cohabita­tion exceptionnelle de 1997-2002. C'est elle qui maximise la traditionnelle fonction de message que peut remplir le premier tour de l'élection présidentielle et favorise la tentation de votes stratèges aux effets pervers incontrôlables.Parodi Jean-Luc.
