Public arbitration of legitimate environmental interests : the example of [french] laws on mountains and coasts. Pierre Lascoumes. The problems raised by the implementation of the Mountain law (9 January 1985) and the Coastal law (3 January 1986) show the role of legal standards in environmental policies. They organize the reconciliation of three major categories of legitimate interests : economic and social development, regional planning, and environmental protection. Law operates in very flexible ways which distribute paths of action open to all the actors involved.
