The representation of the adversary in French foreign policy since 1981 The socialist left acceded to power with a strong ideology, anti-imperialist for some, anti-totalitarian for others. It implemented a foreign policy lacking a clear idea of an adversary to fight or of a global utopia to impose. Undoubtedly pragmatism rapidly prevailed : but beyond getting accustomed to a "culture of government ", a foreign policy established itself, structurally defined by a certain idea of the international order and of the role France should play in it, more thon by the representation of an adversary to be opposed.
