Popular votes and contextual discrepancies in Switzerland The vote based on a popular initiative concerning the 40-hour week in Switzerland is studied at both the individual and the contextual levels. The analysis shows that voting behaviour is conditioned by factors at both levels. As for context factors, intercantonal inequalities prove to be important, but indirectly, through the force of the political left. They are supplemented by cultural elements concerning issues of cantonal economic development. On the basis of these findings, and from a theoretical point of view, it is suggested that organization displaying various systemic levels is an element of social systems as important as the division of labour and hierarchy.Le vote d'initia...
