Le double code afghan. Marxisme et tribalisme

The Soviet strategy in Afghanistan has always aimed at controlling the state apparatus rather than encouraging a popular revolution. The belated creation of the communist party was perceived as a means of pressure on the state. The party was set up around 1965 by members of the lay intelligentsia and officers trained in the USSR. Behind the debutes dividing the party into the khalqi and the parcham factions there are, in addition to tactical differences, divergences linked with the social and tribal origins of these two factions. Most importantly, beyond thé ideological débutes thé functioning of thé party follows thé tribal pattern : that does not mean that the tribalism of Afghan society persists in the party, but that the party's factions are structured according to the modes of tribalism and clientelism, indenpendently of the sociological origins of their members.La stratégie soviétique en Afghanistan a toujours visé le contrôle de l'appareil étatique et non une révolution populaire. La création, tardive, du Parti communiste était perçue comme moyen de pression sur l'Etat. Le parti s'est créé vers 1965 à partir d'une intelligentsia laïque et du corps des officiers formés en URSS. Derrière les débats qui divisent le parti en une faction khalqi et une faction parcham on trouve, au-delà des divergences tactiques, des divergences qu'expliquent les origines sociales et tribales de ces deux factions. Surtout, derrière les débats idéologiques, le mode de fonctionnement du parti est celui du tribalisme : non pas que le tribalisme de la société afghane fait rémanence dans le parti, mais les factions du parti se structurent sur le mode du tribalisme et du clientélisme, indépendamment de l'origine sociologique de leurs membres.Roy Olivier.
