Les grandes villes : autonomie locale et innovation politique

BIG TOWNS : LOCAL AUTONOMY AND POLITICAL INNOVATION, by BRUNO JOBERT AND MICHÈLE SELLIER The autonomy of big towns is traditionally thought of in terms of resources, and particularly financial resources, and innovation and change are seen as always emanating from Paris. It can, however, be postulated that there is such a thing as the innovative commune which, under certain circumstances, defends its local particularities and establishes new norms. Given this assumption, one can single out three possible types of management of big towns, though these never exist in the pure state. I.The bureaucratic type of implementing administration which predominated after the Second World War and centralizes innovations introduced at local level. This municipal system, which is moreover highly politicized, appears to be dominated by the secretary-general, who in fact tends to coordinate the activity of the specialist professionals who each intervene in quite separate sectors of local administration. 2.The technocratic type of heteronomous municipality, which is distinguished by the penetration of central norms at the local level thanks to new attempts at coordination made necessary by the crisis in the implementing administration. This type is dominated by elite groups who apply central norms without heed for local particularities. 3.The political type of innovative municipality which seeks to establish its own norms distincts from those of the State and has a technical and political team at the local level under the direct authority of the mayor. This team, known as the « mayor's secret office », is strongly opposed by commune personnel and in many cases escapes democratic control. This type demonstrates the conflicts and contradictions found in a decentralized system which has still to invent its own instruments of control. On peut, au contraire, poser l'hypothèse de la commune innovatrice qui, dans certaines conditions, défend sa spécificité locale et élabore des normes nouvelles. Dans cette perspective, on distinguera trois types possibles, n'existant jamais à l'état pur, de gestion des grandes villes. 1. Le type bureaucratique de l'administration exécutante qui s'impose après la deuxième guerre mondiale et centralise les innovations intervenues précédemment au niveau local. Cet appareil municipal, par ailleurs fortement politisé, apparaît comme dominé par le secrétaire général qui, en fait, coordonne plutôt l'activité des professionnels spécialistes intervenant chacun dans des secteurs cloisonnés de l'administration locale. 2. Le type technocratique des municipalités hétéronomes, qui se caractérise par la pénétration de normes centrales au niveau local, à la faveur d'efforts nouveaux de coordination rendus nécessaire par la crise de l'administration exécutante. Ce type est dominé par des élites qui appliquent des normes centrales sans prise en compte des spécificités locales. 3. Le type politique des municipalités innovatrices qui cherchent à élaborer leurs propres normes face à l'Etat et se dotent d'un appareil technico-politique local placé sous la tutelle directe du maire. Cet appareil, baptisé « cabinet occulte du maire » est fortement contesté par le personnel communal et échappe souvent à un contrôle démocratique. Ce type révèle les conflits et les contradictions d'un système décentralisé qui doit encore inventer ses propres instruments de contrôle.
