THE AUTONOMY OF POLITICAL AND ADMINISTRATIVE INSTITUTIONS: THE ROLE OF THE CABINETS OF THE PRESIDENT OF THE REPUBLIC AND THE PRIME MINISTER UNDER THE FIFTH REPUBLIC, by BERTRAND BADIE and PIERRE BIRNBAUM Political practice under the Fifth Republic enables one to consider the cabinets of the President of the Republic and the Prime Minister as advantageous positions for exercising the power of State. An analysis of the people who staff them and, in particular, of the progress of their careers, reveals an important aspect of this power and, inter alia, allows it to be defined in relation to society as a whole. One should, therefore, consider the professions of these staff prior to their joining the cabinets, and then compare them with the jobs they hold after leaving. In addition to outlining career strategies, it will be possible to look at some of the problems bound up with the relative autonomy of the machinery of State. Light can also be thrown on some of the specific features which help to distinguish the « Gaullian Republic » from the « Pompidou system », or from the « new society » projected by Jacques Chaban-Delmas. L'analyse des personnels qui les composent et, notamment, du déroulement de leurs carrières, révèle un aspect important de ce pouvoir et permet, entre autres, de le situer par rapport à la société globale. Il convient donc de s'interroger sur les professions exercées par ces personnels avant leur entrée dans ces cabinets, puis de les comparer à celles exercées après leur départ de ces institutions. Par-delà les stratégies de carrière ainsi repérées, on pourra approcher quelques-uns des problèmes liés à l'autonomie relative des appareils d'Etat. On pourra également mettre en lumière quelques traits spécifiques qui contribuent à distinguer la « république gaullienne », du « système Pompidou », ou de la « nouvelle société » mise en avant par Jacques Chaban-Delmas.
