INTERNATIONAL REGIONALISM AND POWERS IN AFRICA, by FRANÇOIS CONSTANTIN In the midst of a complex give-and-take of power, African regionalism is a tactic which seems destined to remain a myth, indeed an illusion; until its philosophical foundations are modified, the effects of this ideology can only continue to weaken.
