THE INSTITUTIONAL FOLLOW-UP TO THE CONFERENCE ON SECURITY AND CO-OPERATION IN EUROPE, by MARIE-CLAUDE SMOUTS The Soviet Union and the countries of Eastern Europe would like, though for different reasons, to see the CSCE followed up by the beginnings of a permanent institution. However, Western European countries are divided on this issue. Some consider that a Pan-European body would give countries such as Roumania, Poland or Czechoslovokia an international forum, and at the same time allow men and ideas to circulate more freely. Others are afraid that such a body might provide the USSR with the opportunity to intervene in EEC affairs.
