The SALT and security in Europe, by Jean Klein The first SALT agreements were greeted in Europe as a contribution to "detente" and a stage in the process leading to arms control; however, the codifying of strategic parity that they involved has given rise to doubts concerning the soundness of the American nuclear guarantee. Closer scrutiny shows that the Moscow Agreements have had a negligible effect on the military balance prevailing since the beginning of the 1960s, and have confirmed the status of French and British nuclear armaments.
