The impact of the cultural revolution on the Sino-Russian conflict, by Chi-Hsi Hu The clashes in China during the stormy years of the Cultural Revolution deeply influenced the evolution of the Sino-Russian conflict. On the level of relations between parties the attempt of the Maoists to find, at whatever cost, historical roots to explain the recent mistakes of Mao's enemies has opened up the old wounds left by the rivalry between the P.C.C faction, faithful to the P.C.U.S. and the partisans of Mao Ze-dong. By introducing a new element into the Sino-Russian conflict (the struggle between the two lines in the history of the P.C.C.), the Cultural Revolution has brought the conflict onto a new ground: the reciprocal subversive activities of the two parties. On the level of inter-state relations, a careful study of the development of the Cultural Revolution clearly shows that the most serious Sino-Russian diplomatic incidents were only a sub-products of internal Chinese upheavals and were in no way the result of a policy deliberately chosen by Peking. But the desire of the Russians to take advantage of China's temporary weakness, added to the outburst of the red guards, changed the political and ideological struggle between Moscow and Peking into a conflict betveen two peoples; the bloody incidents on the Ossouri were there a logical outcome. Sur le plan des relations entre partis, la tentative des maoïstes de donner à tout prix des racines historiques aux erreurs récentes des opposants de Mao a rouvert les vieilles blessures laissées par la rivalité entre la faction du P.C.C. fidèle au P.C.U.S. et les partisans de Mao Ze-dong. En introduisant un nouveau facteur, la lutte entre les deux lignes dans l'histoire du P.C.C., dans le conflit sino-soviétique, la Révolution Culturelle a amené inéluctablement celui-ci sur de nouveaux terrains d'affrontement : les activités subversives réciproques à l'intérieur des deux partis. Sur le plan des relations interétatiques, une étude attentive du déroulement de la Révolution Culturelle montre clairement que les incidents diplomatiques sino-soviétiques les plus graves n'ont été que des sous-produits des convulsions chinoises internes et ne résultaient aucunement d'une politique délibérément adoptée par Pékin. Mais la volonté des Soviétiques d'exploiter la faiblesse provisoire de la Chine, s'ajoutant au déchaînement des gardes rouges, a transformé le conflit politico-idéologique entre Moscou et Pékin en un affrontement de deux peuples dont les incidents sanglants sur l'Oussouri constituèrent l'issue logique.
