The Vietnamese Diaspora : Returning and Integrating into Vietnam. Dang Phong. Before 1975, small numbers of Vietnamese people lived in a few countries around the world. After the country's reunification, this population grew to over two million and within Vietnam the existence of these communities constituted, for the first time, an « issue ». This article is a personal perspective of the history of the « overseas Vietnamese issue ». The author draws on his own experience and "insider" perceptions to chart the evolving relationships between the government and people of Vietnam and the overseas Vietnamese.
