Contrary to what happened in Western countries, Japanese economic development did not require low-qualified, mobile and inexpensive foreign labour, in spite of the pressure put on Japan. Nevertheless, in the late 1980's and early 1990's, a debate began regarding the possibility of opening the country to labour-based migration. This article, based on studies carried out in Japan in 1992 and in 1995 respectively, attempts to bring to light the implications of this debate for Japanese society on the one hand, and on the other hand, the signification and the limits of the migration policy adopted.
