French by blood, French by law, French by choice. Jean MASSOT A careful study of the ways in which people are given or achieve French nationality shows that today more people become French by default than by choice. Of the 100,000 foreigners and their offspring who receive French nationality each year, only 40,000 do so as a resuit of choice while the other 60,000 do so by default as a result of the law. Historically these forces have been dictated more by national interests than by those of the beneficiaries. In less than two centuries, this has led to the addition of millions of people who today constitute a considerable proportion of the French population.
