Should discrimination in public procurement be forbidden ? Discriminatory policies in public procurement are widespread practices. This paper considers the optimal procurement policy with asymmetric suppliers and costly public funds when the government prefers national profits. We prove that the concrete rule implementing the optimal mechanism is discriminatory and that taking moral hazard into account does not modify the awarding rule.Faut-il interdire la discrimination dans les marchés publics ?
