Whereas in Europe the public authorities were quick to take control of the telegraph, in the U.S. it remained private for a long time. Convinced that the reasons were political rather than economic or cultural, the author examines the long debate (1866-1910) between lobbyists from Western Union - which had the de facto monopoly in this domain and rich businessmen for its customers - and a small group of reformers struggling for free access to the telegraph. Apart from intermediate and often highly innovative solutions which proposed the extension of the service without excessive public spending, the main obstacle to nationalization was the fear of corruption related to a system of partisan nominations and dismissals of Federal employees.
