Process models for developing diverse systems can be found dated back to the mid 1990. Given the current state of the art in system development in combination with experience in developing e-learning systems, a modernization of existing approaches und an adaptation to the special needs of e-learning system development is required. This has been done by developing the Rostock Model for systematically developing E- learning products and services (ROME). The approach takes standards into account, same as the aspects of team work and supervision of heterogeneous teams. It has a strong background in systems engineering.
