The Transatlantic Relationship and the "Long" War on Terrorism, by Frédéric Bozo The September 11 attacks have, further to their immediate impact, acted as a pointer to and a catalyst for the long-term trends relating to the history of NATO. Prior to their occurrence, in effect, there was a paradoxical situation. On the one hand, ten years after the fall of the Soviet Union, NATO seemed to have been reworked to last: its role as guarantor of European security had been reaffirmed, its first round of enlargement had been a success, and American leadership had been reinforced. On the other hand, the Kosovo crisis had raised once again the prospect of a Euro-American "decoupling", in terms of values and interests of the various allies. As a result, a new, major transatlantic debate had been launched even before the attacks. It encompassed the redefinition of threats, management of a number of conflicts, particularly in the Near East, and on the internal balances of the Alliance ― the relaunching of ESDP emerging to balance, after Saint-Malo and George W. Bush's election, the reassertion of American unilateralism. But following September 11, these issues lost their relevance. Now, three new scenarios must be examined: a recasting of NATO for the fight against terrorism, a transatlantic divorce in the face of this undertaking, and a new Euro-US strategic partnership in a reformed Alliance.Au-delà de leur impact immédiat, les attentats du 11 septembre ont agi comme un révélateur et comme un catalyseur des tendances longues de l'histoire de l'Alliance. Avant eux, en effet, la situation était paradoxale. D'un côté, près de dix ans après la chute de l'URSS, l'OTAN semblait durablement refondée : son rôle de garant de la sécurité européenne était réaffirmé, son premier élargissement était un succès, et le leadership américain était renforcé ; de l'autre, la crise du Kosovo remettait à l'ordre du jour un possible « découplage » euro-américain, qu'il s'agisse des valeurs ou des intérêts des différents alliés. Du coup, un nouveau grand débat transatlantique était engagé, avant même les attentats, sur la redéfinition des menaces, sur la gestion de certains conflits, en particulier au Proche-Orient, et sur les équilibres internes de l'Alliance — la relance de la PESD venant équilibrer, après Saint-Malo et l'élection de Bush, le regain d'unilatéralisme américain. Mais avec le 11 septembre, ces interrogations se sont trouvées démultipliées, et dès lors, trois nouveaux scénarios ont dû être examinés : celui d'une refondation de l'OTAN dans la lutte antiterroriste, celui d'un divorce transatlantique face à ce même enjeu, et celui d'un nouveau partenariat stratégique euro-américain dans une Alliance rénovée.Bozo Frédéric.
