Les relations franco-américaines

Franco-American Relations, by Jacques Andréani Since the sixties, French and American international positions have become doser. Nevertheless, both countries have a tendency to interpret unfavourably the other's intentions, to exaggerate differences and to make them public. In the main these misunderstandings are due to memories of past disagreements and to the sometimes conflicting visions that each country has of its own international role. Moreover their relations suffer from the fact that the US finds it difficult to accept ail the consequences of European integration, even though it supports it in principle. The pursuit of the European project, inasmuch as it is shaped by French recommendations, is occasionally opposed to the American approach which tends to uphold NATO as the central element of European architecture, without adapting its integrated structure. Possible compromises, acceptable to the French, would require the American doctrine to become more flexible.II s'est produit un important rapprochement des positions internationales entre la France et les Etats-Unis depuis les années 60. Toutefois, d'un côté comme de l'autre, il subsiste une tendance à interpréter de façon parfois défavorable les intentions du partenaire, à grossir les divergences et à les rendre publiques. Il s'agit principalement de malentendus attribuables aux souvenirs des désaccords passés et aux heurts entre les visions que chacun d'eux a de sa propre vocation internationale. En outre, les relations souffrent de la difficulté qu'éprouvent les Etats-Unis, malgré l'appui de principe qu'ils donnent au processus de construction européenne, à en tirer toutes les conséquences. La poursuite du projet européen, dans la mesure où elle a lieu selon les orientations recommandées par la France, s'est parfois trouvée en opposition avec le projet américain qui tend à faire de l'OTAN l'élément central de l'architecture européenne tout en maintenant sans adaptation sa structure intégrée.
