European Security: the British Point of View, by Alyson J.K. Bailes Britain's philosophy of defence is active, global, multinational, inter-govemmental. It recognises the continuing and irreplaceable value of the Atlantic Alliance's force structures and political bonds; but also the need for Europe to strengthen its defence identity and be capable of rapid, flexible operations. WEU offers a good framework and UK-French cooperation a valuable instrument. Western institutions should and will expand towards the East, each on its own terms, when they can be sure expansion serves the general goals of their development and of strengthening European security.
