The Nuclear Issue: Caught Between Marginality and Banality, by Frédéric Bozo Cold-War Europe was, until the revolution of 1989, the favoured geostrategic framework for the atomic phenomenon. International relations were structured by the nuclear factor which was in turn stabilised by the international System. With the end of the Cold War this balance could be threatened. It is not sure if and how the nuclear issue can escape the risk of instability.
