The Gulf Crisis and the Future of Middle East, by Sir Anthony Parsons After the invasion and then the annexation of Kuwait, the question is how and when Saddam Hussein will be forced to disgorge Kuwait. The most likely option is that a military action is taken at the initiative of the United States of America, with backing from the Arab coalition on the ground and also of as many as possible of the other states who are participating in the multinational force. If the military action works, the Iraqi forces are driven out of Kuwait, the conquest is out of question and there is a deterrent force in Kuwait, the negotiations will be able to start and a mandatory arms embargo will be able to be imposed on Iraq.
