France in the New European Order, by Stanley Hoffmann The « Yalta order » is dead. After the 1989 upheavals in Eastern Europe and the unification of Germany, France is glad to see that superpowers are gradually losing their influence over Europe ; however, this new situation made her confront a dilemma about the role of a unified Germany in Europe. The German engagement to enlarge and deepen the European community was clear. New Germany has in theory committed herself. France realised that many national objectives can't be achieved any longer by strictly national means. It is more likely to achieve them through Europe — Community or confederation.
