The end of the Cold War has removed some of the old rationale for an assertive American policy in the region, and has weakened Israel's daim on American support. The President and his Secretary of State, James Baker, have not hesitated to criticize Israeli policy on occasions, but they are not prepared to make fullscale commitment to reviving the peace process. American interest would still be well served by a comprehensive Arab-Israeli peace, but few in Washington are optimistic about an early breakthrough and seem resigned to living with the ongoing stalemate. La fin de la guerre froide a supprimé certains fondements traditionnels déterminant la politique offensive (ou volontariste) des Etats-Unis dans la région et a affaibli la capacité israélienne à exiger un soutien américain sans failles. Le Président et son secrétaire d'Etat, James Baker, n'ont pas hésité à critiquer en certaines occasions la politique israélienne, ils ne sont toutefois guère disposés à s'impliquer totalement dans la réactivation du processus de paix. Un règlement définitif et global du conflit israélo-arabe servirait bien les intérêts américains, mais l'optimisme à Washington n'est pas de rigueur quant à la réalisation de significatives et rapides percées dans ce sens et l'on semble s'être résigné à composer avec la situation d'impasse actuelle.
