The United States and the Arab-Israeli Conflict, by William B. Quandt In dealing with the Arab-Israeli conflict, the Bush Administration has been guided by two watchwords : caution and realism. The end of the Cold War has removed some of the old rationale for an assertive American policy in the region, and has weakened Israel's daim on American support. The President and his Secretary of State, James Baker, have not hesitated to criticize Israeli policy on occasions, but they are not prepared to make fullscale commitment to reviving the peace process.
