This applied to the Middle East where the Soviet Union-United States rivalries have contributed to the aggravation of the situation and have represented an obstacle to the solution of a conflict whose heart does not lye in the Moscow-Washington confrontation. Soviet foreign policy vis-à-vis the Middle East has greatly evolved translating the general tendencies of the Soviet Union to consider international problems with a new realism. Domestic policy with the democratization of the Soviet society has equally taken a growing influence on the decision making process of the Soviet Union. The Soviet Union still believes that an international conference remains the best way to solve the conflict, but Moscow now recognizes that such a conference may be prepared in various ways. Any bilateral or multilateral contact allowing a climate more favorable to the conclusion of an agreement and contributing to transcend mutual distrust can only be welcome. Front this point of view the Israeli-Palestinian discussions in Cairo can constitute a positive contribution.Les changements importants survenus ces dernières années dans la politique étrangère de l'URSS sont visibles sur le plan global comme sur le plan régional, y compris au Proche-Orient où la rivalité soviéto-américaine a longtemps contribué à aggraver la situation et à faire obstacle au règlement d'un conflit dont les causes premières étaient pourtant sans rapport avec la confrontation Moscou-Washington. Loin de rester figée, la politique soviétique au Proche-Orient s'est enrichie de plusieurs éléments nouveaux qui reflètent la tendance générale de l'URSS de considérer les problèmes internationaux avec un réalisme croissant. Des éléments de politique intérieure ont également, dans les conditions de la démocratisation de la société soviétique, exercé une influence croissante sur le processus de prise de décision en URSS. Attachée à l'idée que la tenue d'une conférence internationale reste le moyen optimal du règlement du conflit, l'URSS reconnaît désormais qu'il existe plusieurs manières de préparer une telle conférence. Tout contact bilatéral ou multilatéral qui crée un climat plus favorable à la conclusion d'un accord et qui contribue à surmonter la méfiance mutuelle, ne peut donc être que le bienvenu. Les discussions israélo-palestiniennes du Caire pourraient apporter, sur ce point, une contribution positive.Naumkine Vitali, Zviagelskaya Irina.
