A Year in the Life of the Alliance, by François Fillon With Mikhail Gorbachev's assumption of power in the Soviet Union and his spectacular diplomatie achievements, the perception of a Soviet menace, the cernent of the NATO Alliance, is dissolving. The United States may again be tempted by isolationism, a tendency reinforced by budgetary difficulties, and the West Germans are seeking assurances from both East and West. In this context, France risks becoming isolated and prey to strong disapproval from within and without. It is difficult to make new policies when the goalposts are moving. However, the strength of France's nuclear communient and its détermination to persévère in the construction of Europe could make it the lynchpin of future European defence System.Avec l'arrivée au pouvoir en Union soviétique de Mikhaïl Gorbatchev et son initiative diplomatique spectaculaire, le principal ciment de l'Alliance, la perception de la menace soviétique, s'effrite. Les Etats-Unis sont de nouveau tentés par un isolationnisme que renforcent les difficultés budgétaires et la RFA cherche des assurances à l'Ouest comme à l'Est. La France risque, dans ce contexte, de se retrouver isolée et en proie à une vive contestation tant interne qu'externe. Elle ne peut pourtant changer de politique au moment même où le sol pourrait se dérober sous ses pieds. La fermeté de ses convictions nucléaires et sa volonté de poursuivre l'édification de l'Europe pourraient pourtant en faire le pivot d'un futur système de sécurité européenne.Fillon.
