La politique extérieure de la France entre l'atlantisme et le tiers-mondisme

French foreign policy divided between atlantism and the Third World, by Paul-Marie de La Gorce Events since 10 May 1981 make it possible to delineate the major trends in French foreign policy. The foremost characteristic of this policy is the significant « rapprochement » observed between American and French positions in many areas and, at the same time, the virtual freezing of political dialogue between Paris and Moscow. The situation in Poland and in Afghanistan, Spanish membership of NATO the reactivation of COCOM, the setting aside of Euro pean approach to the Middle East crisis and, above all, spectacular French commitment to American euromissile deployment bear witness to this trend. This last stand, devised in the face of many counter arguments to the effect that France should stay on the fence, was the one which had the greatest consequences. In parallel, various French military involvements, in the Chad, Gulf and Lebanon conflicts, brought together to greater extent than initially planned by Paris French and American policies. This main trend, the culmi nating point of which was the Williamsburg summit, was notably countered by certain decisions including the recognition of the Palestinians' right to national State, the Franco-Soviet agreement on the Siberian pipeline and the condemnation of the American invasion of Grenada. Consequently, this review of French foreign policy over the past 2 1/2 years brings about more queries than answers.A la lumière des événements survenus depuis le 10 mai 1981, on peut apprécier les lignes de force de la politique étrangère française. Le trait essentiel en est le rapprochement significatif entre les positions prises en de nombreux domaines par la France et les Etats-Unis, et parallèlement le gel presque total des relations politiques entre Paris et Moscou. Les affaires de Pologne et d'Afghanistan, l'adhésion de l'Espagne à l'OTAN, la réactivation du COCOM, l'abandon de la « démarche européenne » au Proche-Orient et surtout l'engagement spectaculaire de la France en faveur des euromissiles américains en ont témoigné — ce dernier sujet, où beaucoup d'arguments auraient dû conduire la France à se tenir sur la réserve, ayant été celui qui a eu le plus de conséquences. En même temps, la présence militaire de la France, sous diverses formes, dans les conflits du Tchad, du Golfe et du Liban a, elle aussi, associé plus qu'il n'était voulu à l'origine la politique française à la politique américaine. A l'encontre de cette évolution principale, dont le point culminant se situa au « sommet » de Williamsburg, on a pu noter des réactions notables, comme pour la reconnaissance du droit des Palestiniens à un Etat, l'accord franco-soviétique sur le gazoduc sibérien ou la condamnation de l'invasion américaine de la Grenade. Ce qui conduit cet examen de la politique étrangère française depuis deux ans et demi à plus de questions que de réponses.De La Gorce Paul-Marie.
