The Iran-Irak War: Paradoxes and Idiosyncrasies, by Shahram Chubin The Iran-Irak war, which broke out in September 1980, is the first important conflict in the Persian Gulf as a consequence of the Iranian revolution, and differs from other possible Third World conflicts in a number of significant ways. It involves two well-armed countries rich enough to restock their arsenals. Its causes are ideological differences and not territorial claims or "secular rivalries". It has produced unexpected changes in the political alignments of the region. There is little chance that it will end in a clear military victory. Finally, the superpowers play a rather marginal role. Finding itself incapable of waging a short victorious war, Irak is now condemned to a long war of attrition in which it is progressively losing its initial advantage and proving for the moment to be the big loser, particularly in economic terms. On the other hand, the war does not constitute a direct threat to the Arab States of the Middle East. If any threat exists it is rather in the form of a reappraisal of the legitimacy of the regimes governing these countries and the manner in which their people are ruled. This is why Iran now presents a serious challenge to its neighbours in the Gulf.La guerre irano-irakienne : paradoxes et particularités, par Shahram Chubin Premier conflit d'importance notable dans le golfe Persique, et conséquence de la révolution iranienne, la guerre irano-irakienne, qui a éclate en septembre 1980, a déjoué toutes les prévisions et se caractérise par un certain nombre de particularités par rapport à tout autre conflit pouvant surgir dans le Tiers-Monde. Elle deux pays bien armés et suffisamment riches pour renouveler arsenaux. Elle a pour origine des différences idéologiques et non des revendications territoriales ou de prétendues "rivalités séculaires". Elle a conduit à des modifications inattendues des alignements politiques dans la région. Il y a peu de chances que cette guerre se termine par une nette victoire militaire. Enfin les superpuissances y jouent un rôle assez marginal. Incapable de mener une guerre victorieuse courte, l'Irak se voit condamné à une longue guerre d'usure où il perd progressivement son avantage initial et s'avère être pour l'instant le grand perdant de cette affaire, en au niveau économique. Par ailleurs, cette guerre ne constitue pas une guerre de menace pour les Etats arabes au Moyen-Orient. Si menace existe, c'est plutôt sous la forme d'une remise en question de la légitimité des régimes qui gouvernent ces Etats et de la manière dont leurs peuples sont régis.
