Europe centrale : quelle cohésion ?

Central Europe : What Cohésion ?, by Ewa Kulesza-Mietkowski and Piotr Mietkowski The Visegrad Group, formed in February 1991, and the Central European Free Trade Agreement signed in December 1992, witness the willingness of the Central European states to work out a new mode of coexistence and cooperation. The aim is to promote a spirit of solidarity between the four nations in the area : Hungary, Poland, the Czech Republic and Slovakia, to coordinate foreign policy and above ail to establish a dialogue betwen the member countries with regard to their relations with the EC. Questions do remain however concerning the real nature and long term aims of the Visegrad process. A notably weak point is the reluctance of all parties over the idea of an institutionalisation of cooperation. However, whilst the fear of these central European countries of seeing themselves enclosed in a rigid framework which coula delay their integration into the Community is comprehensible, the pursuit of a regional rapprochement can only contribute to the stability of the zone and to the success of the transition. This is the dilemma which the Visegrad countries must overcome with ail possible haste.Le Groupe de Visegrad, constitué en février 1991, et l'Accord centre européen de fibre-échange, signé en décembre 1992, témoignent de la volonté des Etats d'Europe centrale d'élaborer un nouveau mode de coexistence et de coopération. Ils visent à promouvoir un esprit de solidarité entre les quatre nations de la région — Hongrois, Polonais, Tchèques et Slovaques —, mais aussi, la coordination des politiques étrangères et, surtout, la concertation des pays signataires dans leurs relations avec la CE. Des interrogations subsistent pourtant quant à la nature véritable et aux objectifs à long terme du processus de Visegrad. La réticence de toutes les parties à l'idée d'une institutionnalisation de la coopération apparaît notamment comme un facteur de fragilité. Or, s'il est aisé de comprendre la crainte des pays centre-européens de se voir enfermés dans un cadre rigide qui pourrait, selon eux, retarder leur intégration à la Communauté, la poursuite du rapprochement régional ne peut que contribuer à la stabilité de la zone et à la réussite de la transition.
