La naissance d'une statistique d'État [Le recensement de 1848 en Egypte]

Abstract. The Birth of a State Statistic. The Egyptian Census of 1848. The census of 1846-1848 marked the birth of population statistics in Egypt, yet the document has never been analysed or published. Since the Cairo National Archives holds the complete set of primary documents, they may be examined 150 years later for the ways contempory inquiries were conducted, and seen as an operation responding to the criteria of the time. This was the first census of individuals, rather than households, from which the public administration published standardized list of personal characteristics. The census organization and the nature of data suggest that a socioeconomic focus structured the operation, thus breaking with the Ottoman fiscal accounting tradition. This article situates the opération in its institutional context. It then analyses the method of exploitation: selecting a random sample of some 80.000 people by samples stratified to the second degree; noting the characteristics listed in the register upon which a statistical nomenclature was constructed. Finally, the article provides a summary analysis of professions in Cairo as an example of possibilities avaible in social history.Résumé. La naissance de la statistique de la population en Egypte peut être datée du recensement de 1846-1848, bien qu'il n'ait jamais été exploité systématiquement ni publié. La conservation intégrale de ces documents bruts aux Archives nationales du Caire permet de le traiter, 150 ans plus tard, comme on le ferait d'une enquête contemporaine et d'y voir une opération répondant aux critères de son temps. Pour la première fois, l'administration publique dressait un relevé exhaustif des individus, et non plus des feux, avec une liste standardisée de caractéristiques personnelles. Le mode d'organisation du recensement et la nature des données recueillies indiquent une opération menée dans une visée d'économie sociale, en rupture avec la tradition des comptages fiscaux ottomans. L'article resitue d'abord l'opération dans son contexte institutionnel. Il expose ensuite la méthode d'exploitation adoptée : sélection aléatoire d'environ 80 000 personnes par échantillon stratifié à deux degrés ; relevé des caractéristiques consignées dans les registres, en amont des nomenclatures de la statistique.
