Fiscalité et organisation du territoire dans le Nord-Ouest de la Péninsule Ibérique : civitates, tribut et ager mensura comprehensus

The juridical relation to control the access to land is a basic aspect to understand the integration process of the conquered populations in the Roman Empire. It is basically related to the became of these comunities in civitates peregrinae from the effect of reddere : Rome comes back to them their territories and so begins a subsequent submission to pay tributes as a "block". The gromatic formula employed was the ager per extremitatem mensura comprehensus. It was the scheme applied by Augustus in the Northwest of the Iberian Peninsula, what is coherent with the rural forms of social organisation under the roman rule.• Les formes juridiques d'accès à la terre constituent un aspect fondamental dans le procès d'intégration des populations soumises dans l'empire romain. Dans ce cadre, les communautés sont devenues peregrines du fait que Rome "leur a rendu" leur territoire. Ces territoires restent, donc, chargés d'un tribut, qui est payé "en bloc". L'ager per extremitatem mensura comprehensus était la formule gromatique employée pour leur aménagement. Tel a été, selon nous, le schéma mis en œuvre par Auguste dans le Nord-Ouest de la Péninsule Ibérique, en cohérence avec les nouvelles formes d'organisation sociale des communautés rurales sous la domination romaine.Orejas Almudena, Sastre Prat Inés.
