Irrigation and the State in ancient Egypt. In this paper I examine the relationship between irrigation and the ancient Egyptian State. Despite the persistence of the theory of the hydraulic bureaucracy developed by Engels, Marx, and Weber, and the so-called "hydraulic hypothesis" of Wittfogel, there is no evidence that connects the irrigation system to a "despotic" form of government in ancient Egypt. The ideology of centralized control must be carefully distinguished from the diffused nature of water control. For most of its history, the exploitation of the land in Egypt was organized in low-lying basins, and irrigation of the fields followed the rhythm of the annual flood and its recession.
