Das Marketing von Bibliotheken bezieht sich zumeist auf die gesamte Institution, mündet also eher in public relations als in einer planvollen Konzeption der Dienstleistungen und einer zielgerichteten Werbung. Daher werden hier zunächst die Suche nach Zielgruppen, die Konzeption der Bibliotheksdienste nach Bedürfnissen dieser Zielgruppen, die Kommunikationskanäle zu verschiedenen Benutzergruppen und Werbemaßnahmen behandelt. Sinnvoll ist es, die verschiedenen Dienste periodisch nach den vorgeschlagenen Maßnahmen zu evaluieren und an geänderte Bedürfnisse bzw. Rahmenbedingungen anzupassen.
