The popularity and intensity of rqcr9ational boating in the waters of Southern New England has been steadily increasing since the 1960\u27 s. Despite regional economic fluctuations, the level of boating activity continues to grow. Forecasts of boat ownership clearly indicates that the demand for moorings and slips in Rhode Island and Massachusetts will exceed the present capacity of shore facilities and their ability to increase that capacity to meet the demands for an expanded level of service (Collins & Sedqwick, 1979)
