EU citizenship and free movement rights form the starting point for the Area of Freedom, Security and Justice. The Lisbon Treaty and the Stockholm Program leave much room for these areas to develop further. This chapter examines not only what the state of affairs is, but also discusses options for further development and their possible effects on EU citizens. Especially the way in which it will be tried to give similar rights to third-country nationals and EU citizens received much attention as it has already been done in some Member States
