This action research aimed to identify barriers of the inclusive education practice in B Elementary school and find strategies to overcome them in terms of Both & Ainscow’s three-dimensional theory. Result showed (1) the School strongly commits to implement inclusive education, but the application has not been based on official documents which could serve as legal basis and standard implementation guidelines, (2) The practice of inclusive education runs well because the process of education has been clearly established but it was found teacher’s difficulties to communicate the development of students with special needs to their parents (3) inclusive culture coexist among students, which verifies the absence of condition-based distinction, y...
