The purpose of this dissertation was to determine the impact of working conditions on teacher turnover in low-performing schools in North Carolina. The participants were 1,350 teachers from 47 low-performing schools who rated their perceptions of their working conditions on the Teacher Working Conditions Survey in May 2006. The 96-item instrument categorized working conditions into use of time, facilities and resources, teacher empowerment, leadership, and professional development. A 5-point Likert scale was used to determine teacher perceptions. Variable response indicators were used in accordance with the questions asked.
