<strong><font size="5"> </strong></font>For historical reasons, any policies that attempt to address issues of Chinese farmers, agriculture and rural society are doomed to be facing dilemmas. One typical example is the question how to protect the rural environment during the ongoing rapid industrialization and urbanization processes in rural China, driven by Township & Village Enterprises (TVEs) and Small Towns. The economic and social achievements of TVEs and Small Towns are celebrated and are widely regarded as magic weapons to alleviate rural poverty, to mitigate population pressure on limited arable land and to narrow gaps between the urban and rural societies without causing social unrest.
