This chapter employs an organizing framework drawn from anthropology to examine the ‘culture of’ and the ‘culture in’ HIV/AIDS. Building on a case study in Goa, this chapter first looks at the ‘culture of’ HIV/AIDs; this refers to the organizational culture that has developed to handle this epidemic and the norms, assumptions, and priorities encoded in national policies and intervention strategies. In examining ‘culture in’ HIV/AIDS risk management, this chapter shows how the cultural construction of risk (including whether words for risk exist in the local language) affects people’s behaviour and understanding of HIV/AIDS.
