This chapter examines the adoption of Strategic Environmental Assessment in Scotland, where the process has been given much wider application than in the rest of the UK, where the more restricted scope set in EU law has been followed. The details of the law and supporting policy are described. This is followed by a consideration of how those seeking to ensure that the law is followed might be obstructed by the procedural rules affecting judicial review in Scotland, even though recent developments have markedly improved the position of those seeking to come to court
