It is frequently stated that culture represents an “essential ingredient” of territorial development, the so-called fourth pillar of sustainable development. Into which legal institutions are these statements translated? What rules does the law provide for these principles to be translated into concrete actions? What are the driving factors indispensable for those practices to be replicable?
