This paper builds on our earlier work in the construction of a systemic framework for developing information systems. In this paper we apply the framework to the development of a Peer-Tutoring System (PTS) for Introductory Programming courses in our Universities. The framework supports the full development life cycle from business process modelling to software implementation.
